Is there an upper & lower piece to the Exhaust Manifold on a 1999 Ford

No, just the exhaust manifold (LH and RH) which bolts to the heads. You'll have things like an EGR tube on one side or a heat shield perhaps. The intake manifold is separated into an upper and fuel injection supply manifold.
