Can you put a digital odo meter in a 2000 ford crown vic police interceptor

You cannot replace the original mechanical factory odometer and fit a digital one in its place, if that is what you want to do. As far as adding a digital odometer, I don't know. Maybe another Guru can tell you from personal experience.
