Do the o2 sensors come into play during cold start?

car starts and runs up to high idle , then drops down and dies, it does this abouy four times then runs okay?

The car is in a open loop condition when it first starts. It takes about 15-30 seconds to get warm enough to go into the closed loop condition where the O2 sensors control the fuel flow.
