First digit "3" means manufactured in Mexico.  Should that be a concern?

No, most domestic vehicle brands have higher production rate from Mexico than any other country. Chevy is especially fond of their plants in Canada and Mexico. One benefit of having a Mexican made vehicle is that it doesn't have parts that have been shipped by container ship across the Pacific Ocean therefore no salt water corrosion.

Not to the Mexicans---OK OK just kidding!... Elijah is correct many US manufacturers have assembly plants in Mexico and due so to keep manufacturing cost down and to help non US economys

Agreeing with the above. Or the put another way, if you have a Tacoma that has been made in Mexico it is covered by any and all Toyota warrantees and such, just as if it were made in the U.S. Toyota has very specific and high quality manufacturing requirements, regardless of the nationality of the assembly plants employees (human or robotic)..
