2003 noise in front, when brakes applied noise stops, soon as wheels turn noise begins, what would cause this?

Brake pads need to be replaced. Brake pad indicator is rubbing against the rotor and the reason the noise goes away when brakes are applied and making the noise when driving it all depends on how the pad indicator is rubbing against rotor.
