Is it necessary to replace a vapor canister on a 1996 Toyota 4runner

Every 10 seconds or so after I turn the engine off, the left canister closest to the front of the engine makes a buzzing/electrical sound?; no failure codes present. A side effect to this question is my year and a half old battery is draining down. Any ideas what to do?

10 seconds will not drain your battery. No worries there. Unless, the way I read your question, it does it every 10 seconds....but for how long..at a time and for how long...every 10 seconds for a minute..hour...all day? I don't know what you are hearing, or what canister it is, but the EVAP charcoal canister is purged by intake plenum vacuum when you start the car, not electric pump. There is a solenoid that is electronically operated, to open the purge valve
