No power

Question type: Maintenance & Repair

Car was working fine except battery was low.
Someone replaced battery. Now no power at all.
No interior lights or anything. Have 12.5 volts at
positive terminal and have good ground. I believe
it's a fuse but can't find it. Manual says 2 fuse
locations in engine compartment can't find them.
Checked fuses on driver side interior and behind
glove box. Year is 1989.

So is battery installed correctly? Battery cables good? If you put jumper cables on battery terminals do you get power? From there check mega fuse, check fusible links (will either run to starter or alternator) aren't blown.
