back passenger window will roll down but not up any ideas

the air coditioning will start and stop randomly. it will blow cold air then start blowing hot air

Could be a bad switch for the window, or perhaps just a bad connection to the switch. As for the A/C, it is probably just low enough on freon, that it kicks in and starts pumping it which causes the pressure to drop, and then the low pressure switch kicks it back off. If that's the case, then your A/C just needs charged.
