if u put it in park and rev it up it kinda spits and sputters at about 4000 rpms

Well, first I will ask, why are you revving it in park?? This isn't really a test that shows anything. You may have a spark plug or bad wire that is causing a misfire under load, as my '96 Monte Carlo did. A tune-up fixed this. Or it may just be that a sensor is malfunctioning. If you don't have a check engine light coming on, I would suspect the spark plugs and wires. Revving the engine that high regularly isn't really a great idea in any case.

it has one and that is why it does that, it is so you dont destroy the engine.

When the engine gauges disappeared, they put in "idiot" lights. Then they put in "Idiot" rev limiters so people would not over rev the engine, float the valves and destroy the motor under warranty. Oh I love the good old cars that your could take it past the red line if need be. The valves did float, but with the closer tolerances of today, pistons disintegrating inside is a mess.

Yep, Low limit in Neutral, the motor will normally start pulling timing and fuel around 6k under load.
