There are several issues that could cause this, listed here order of how you should check them: 1. Fuse or relay for cooling fans may be defective 2. Coolant temperature sensor may be malfunctioning, not telling fans to turn on 3. Air pocket in cooling system may be causing coolant temp sensor to read lower than actual temperature. 4. Fans may be defective in and of themselves, whether through a wiring issue or a dead electric motor. Good luck!

Your relay isn't working. Ask one of the guys at Les Schwab or a parts store for a relay kit. Simple.
