I have a 2001 Cavalier, and the fuel pump is actually a relay in the underhood fuse box. Not as sure about the Monte Carlo, but if it's new enough it could be there as well.

The PCM controls the power to the Fuel pump relay in the engine compartment fusebox. Check to make sure it clicks when you put the key onto the on position. Check the PCM/BAT fuse in the same box.
