My fans won't start without the A/C turned on

I have a 2000 Chevrolet Malibu and both radiator fans only turn on when the A/C is on,
otherwise, the engine gets too hot and by too hot I mean almost reaching the critical
red mark on my temperature gauge. The only reason it has not reached the critical red
mark is because I turn the engine off before it does.

How can I make the fans turn on after the engine reaches a certain temperature as it's
supposed to do. The thermostat and the coolant temperature sensor are both new.
