turn singal relay remains flashing when siganal is off when hit breaks it stops

Since it goes away with the brake pedal applied, I would start by testing the turn signal switch. Grab a DVOM and a wiring diagram for your switch and find out if the switch isn't shutting off.

common thing with the blinker switch switch in these things. A bushing in the lever wears out and supplies power to the hazard flasher circuit. You need a new blinker swich. They can make the relay click rythmically like the hazards are on or erratically at times. The lights do not actually blink.
