1987 Cutlass

I have a 87 Cutlass it won't accelerate past 30 MPH. When I put it in Reverse it
reverses very Slow and will sometimes cut off. I have to constantly restart the
car in Neutral when it shuts off. Any suggestions. This just recently happened
after I changed the spark plugs & wires, removed  smog control, and changed
the belts
