Car's paint is bubbling up.

My 2008 grand Marquis was in mint condition when we bought used two years
ago...only 30,000 miles on it.  Now, the pain is bubbling up on the hood and
peeling on the roof.  Any one else have this issue with this model year?  Our
2004 had the same thing.
