what is the power distribution box in a 2008 ford escape

Since having my winter tires put on (no sensors) my sensor light comes on, which is normal. Now it comes on by blinking fast, then Iose my signal indicator lights, I can't read the odometer (setting) window and I have no power to my radio. Does this have something to do with the power distribution box? I have checked the fuses, sometimes they all come back on.

Nope, had a used one put in, same problem...even though a diagnostic was run...showing instrument cluster. 500.00 later I still have the same problem. Now I have two supposed instrument clusters that don't work.
