How do I program the keyless remote on my 2007 KIA Spectra?

Factory remotes (transmitters) for a Kia installed remote keyless entry system require the use of a Kia factory scan tool. You'll need to take your vehicle to the dealership. You need both your remotes present as when the vehicle goes into transmitter learn mode the vehicle forgets all other previously programed remotes.

I know it is the key fob "OSLOKA-672T". I am not sure about the device to program it with though.. Its not useful for people to state "needs to go to the dealer". I would like to own a tool to do this as it can be used for more than one car obviously.
