chr. 300 is over heating

So my fans don't turn on but when I unplug the connection it turns on. I know the fans work because by placing copper wire where the relay goes it turns on. I just don't know why even after running the car with the copper wire(although it prolongs the over heating) it eventually still bubbles and steams out the reservoir
