only goes 80 km/h

My daughter has an 06 equinox. she had winter tires put on the front that are 1
size smaller than the rear. (tire size, not rim size) Its only front wheel drive, tire
shop said it'd be fine. Now the car only drives 80 km/h. Is there some sort of tire
sensor that would cause the problem? is the size difference the problem?

Is the ABS light on? The car has a sensor on each wheel that could be confusing the ECM,
