why do tranmission fluid comes up the dip stick on a 1963 pontiac

I will assume you have a separate dip stick for your trans fluid and another for your oil. Having fluid high on the trans dip stick could be normal or someone may have overfilled the trans. Try letting the car warm up on level ground and when it is up to temp, get in and shift gears from drive to reverse a few times. Then, with the engine running, pull the dip stick, wipe it down and then put it back in. Now pull it and see what it reads. If it reads high, you will need to drain or pump some out.
