How many miles on the car? Hard to tell from just what you say but could be your thermostat needs replaced. It's not opening until you get moving. There is a spring that opens and closes based off temp rating. Maybe when you are moving there is more pressure to help it open up as it should I would take it to a mechanic and let them know what's happening. Most good places will give you a diagnosis free of charge.

bad bearing sound at starts at belt sound leaves 1 minute later ac is mildly cool then hot then cool . it really only gets cool when i first turn it on jhust charged didn't help
