Does something need to re-energize after charging battery

This happened once before,my parents do not drive very often charged for couple hours one day wont start,couple hours next day wont start,on 3rd day it started just as I was going to have it towed.battery 2years old .
Wondering if the fully charged battery must energize some sort of module or something before it will start

No anything that needs energized does so right when you hook up the battery. So are you talking that the engine does not turn over? Plus start by cleaning the battery connections,

Does not do anything when key is in start position ,no clicking , nothing .When key is in on position gauge clusters light up but do not move which they normally would. Neither fob will unlock doors either. Just curious as to why last time I charged for couple hours for 3 days on the fourth was going to have it towed and it started.this is 2nd day of charging going down the same road again it seems.
