It is possible the vehicle doesn't have a set-up for this. I know the driver's side seat on my Sebring convertible doesn't fold forward, but the passenger side seat has a prominently-placed lever on the side to make it fold forward. If there is no obvious lever, perhaps it never had one. Have the seats ever been reupholstered? Perhaps the lever was broken and someone opted to upholster over it? Just guessing here.

If your seats have the small round knob that slides up on the side of the upright part of the seat, then the seat will flip forward. But, some times the knob wont release the hook or latch at the hindge. I just reach down and unlatch it with my finger in my 69 bug.
