i have a 71 super beetle and when i turn the ignition to start it it makes a loud zip noise or like a spinning noise. the engine does not turn on. can it be the starter or something else?

The starter is not engaging the engine and you are hearing the starter motor running at high speed because there is no load on it. New starter probably needed
