Remove broken oil dipstick tube from block

Is it broken off flush or is there still some of the tube that you can clamp a pair of vice grips on?

Broke off flush. Heard can take out with screw but don't want to damage rubber incert.

The rubber insert you mention is the seal from the tube to the block? I would think you can buy a new one if you damage the old one?
