98 beetle - replaced starter - horn honking and now won't turn over

replaced starter - drove a couple miles home, horn went off like an alarm system, now car won't turn over.  Recently purchased. Key is standard, no battery in key.

It may be like my 96 GTI...pull the positive lead off the battery...wait 60 seconds. Put the key in the ignition and turn to ON position....reattach battery lead. See what happens.
