VW Passat 1999

I own a VW passat 1999 (3b) and I need help to find out
what this part is called and how I change it. I got the part,
but I don't know how to change it. I know what the part is
called in Norwegian, but not in English and therefore it is
impossible to find a video or something that teaches me
how to change it.

It looks like some kind of vent or vapor line that would simply snap in/out of place where the old one is located/missing. Give it a try and then you can author the video. Just keep it short. Lol.
