My 2001 jetta 5 speed go's into any gear
when u step on the clutch but won't move it
just started acting on the high way I pulled
of then it would not move is the clutch out or
does it need fluid

The problem is most likely a bad clutch. Check the fluid level in the clutch master cylinder though.
