Is it normal for the security light to flash every few seconds when the vehicle is parked and the key is not in the ignition?

If the Outback is like the Forester in this way, it will do that unless you have disarmed the alarm. It shouldn't do that if you have the 'AL oF' message showing on the odometer screen, though.

yes, that is the alarm system letting a potential thief know that the alarm is activated (visual deterrent).
