06 Baja exhaust system

I have a 06 Baja that will not pass emissions control. I've been told that it is configured for CA emission control standards, therefor it has two catalytic convertors. Although it was bought new in TX. Dealer says $1000 to replace the exhaust, and I don't find any independent shops that will mess with it. Any suggestions?

well most subies have 2 catalytic converters, you'd save yourself a lot of money to order the parts and replace them yourself, you unbolt the old cats and bolt the new cats back in place, it's a 1 hour job with hand tools.

not if you cant find an aftermarket cat for it. Miller CAT is supposed to make one, according to this: https://ssl.arb.ca.gov/PartsSearchTool/ExecutiveOrderPDF.aspx? AEON=D-709 but I can't find a vendor.
