Do I need a starter?

My van barely turns over could it be the
starter?

Could also be a weak battery. Take it up to any auto parts shop and let them do a free charging system test on it. Or you can try jumping it and see if the cars starts easier.

Battery, battery cables, starter? Have the battery tested.
