ABS and BRAKE light on

my 96 ram has the yellow ABS light and the red BRAKE light on constantly, the brake fluid is full and the pedal is consistantly hard like it should be, my emergency brake doesnt work at all, i need to figure out what the problem is because im not sure if ill be able to pass inspection with those lights on. thanks

Emergency brake has to work for inspection Get some one to scan the ABS controller and give us something to work with for codes and I can help from there

im pretty sure its the abs/speed sensor on the rear axle needs to be replaced, my E brake works now i just had to crank the cable tight.
