Looks like the actuators are electric in this one not vacuum. You could either have a problem with the mode door actuator or a problem with the control head. It says the motors are all interchangeable with eachother. you could try switching one with the mode door actuator with another and see if it works, if not you have a wiring or a control head issue. this diagram will help identify them.

no you should be able to access them from under the steering wheel area you may need to take a trim piece or two off.

the control head just moves the motors. when you took the mode door actuator off did you check to see if the door moved freely? it could be broken and the actuator is trying to move it but cant.

Nothing was broken and everything moved. I looked at the harness and it was a little chalky. Cleaned it up and it started to work again. Thanks for the help. Wished I would have done that first!
