2000 buick lesabre

I recently replaced the power steering pump because the
pulley came off. We replace the power steering pump
started the car and everything was running good the belt
was spinning until I turn the wheel in the moment I turn the
wheel it not only kick the pulley off again it also tore off
pulley tensioner what could have caused this do I need to
bleed the power steering system or is there something
wrong with my rack?

No the first time the bowl is actually pressed on with a clip on the inside that came off the pulley and the entire bolt this is the second time when I started it up after installing the new power steering pump it was all running beautifully until I turn the wheel when I turn the wheel to the right a little bit something seized up inside of either the power steering pump or something with the rack but I'm not sure if I was supposed to charge or somehow flush out the air in the system if that would cause it to seize up.
