What would cause car to shut off while driving
down the highway and not restart? New battery,
new starter, good alternator..

If it eventually starts back up check crankshaft positioning sensor or coils sometimes they get corroded and overheat and lose their spark til they cool down

Both cps and coils are a relatively painless procedure you can get them at auto parts stores for maybe 120 give or take ID start with coils there the cheapest and mechanic free fix just hook em up in the order you unhooked them
