Wheels flaring put

What would cause my front wheels to flare out at the bottom of the tires

Suspension parts bad. Possibly bad ball joints.

Twenty-two year old vehicle? Suspect anything associated with front suspension. If you're going to keep the truck, replace everything since to replace one part you'll have to take apart most of the suspension anyway. Do both sides.

Suggestion: Download a schematic of the front suspension. Rebuilding the entire front end of wearable parts is not that difficult. You should be able to obtain all the wearable parts, including shocks, for 500 or so. You will need an alignment afterward. Think about doing the brakes while everything is apart.
