Can you post a picture. I really can picture a rubber band or a steel one on the axle of a ford truck. Maybe it's your sway bar or shock or leaf spring ?

Some Ford rear axles secured brake lines in place with a welded metal strap (the strap is welded to the axle, and fold around brake line), someone in the past may have replaced a line and didn't bother re-using the strap, or the weld just rotted away.
