What is it?

I have a 1994 Ford PU w/ 302 / feul Inj. The ignition control had an add on it is screwed
to the side of the module ( looks like a firecracker) small barrel shaped Capacitor ?
What is this? I need it replaced as the wire frayed and came off from the top of this
device. No one seems to know what it is and where I can get one.
The truck ran very rough until I removed this to replace it. The truck runs still but still
rough. Compression is erradict 90 psi to o 0 psi.  Electronis test show TPI ok and EGR
was checked too. Only thing that was high was the hydrocarbons

It sounds like a after market fuel economy enhancement gizmo. That's the best I can come up with.
