automatic choke won't work properly, when car is shut off and starts back up, it starts and rpm's go to 3,000

Check the heat transfer tube from the exhaust manifold. Is it missing? Connected? In working order? If the heat isn't going to the solenoid, then the fast idle (choke) doesn't know to de-activate. That would account for the high RPM's.
