2003 Corvette

My right window does not work anymore and the door only unlocks.  When I lock the doors with the key or the button on the drivers door, the right side does not lock.  If I lift the handle from outside the car the alarm goes off.  When I turn off the car the right door unlocks.  What causes this to happen and how can I fix it?
