you will have to change the sending unit in the tank, but if you have dual tanks and it bounces on both tanks then it is your gauge, but in most cases its the sending unit in the tank. Its easier to change the gauge in the dash first if you have a spare gauge to try before dropping the tank and putting in a new sending unit I don't recommend a used sending unit for the cost of a new one and the work involved in dropping the tank just buy a new one.
