when my truck is running i have no brake petal it goes to the floor board but when its not running it hard

if you pump them while running do they get hard or still go to the floor? is they get hard you have air in the lines if it goes to the floor slowly still sound like brake booster and vacuum to booster...

i took the vac line off of the booster i can blow through fine it but when i tried to sucking on and couldn't get any air to come through
