1970 Vette

I am seriously in the market for a C3 Vette and finally found a 1970 (1969 and 1970 are my favorite years).
Bottom line, I NEED HEEEEELP!!!
What should I be looking for or avoiding while looking at the car?
I know that the brakes can be a real issue.
This one has no power steering or brakes, has  crack on the dash, the ac is not working (the seller says it a fan issue that the ac itself is working fine, and the steering has some play…
Paint looks pretty ok, chrome is in very good conditions, engine nand trany seem ok (I drove it around for about 5 miles), has a 4 speed manual (which I love) and a 350 engine..
Asking for 15K
Seller also said he has had it for the past 15 years.
Could you assist? Could you tell me which way to go?

well check for oil leaks if its high mileage the steering will probably have play but crack in the dash means this car has had some sun if you no wat i mean befoer you buy a word of caution have it check out by a 1970 corvett specialist
