why wont my car turn over?

I have an 89 Chevy corsica and I just bought a new battery and starter and as of lately my car refuses to turn
over. The lights radio and everything work fine but just a tiny click happens when I turn it over then nothing.
I really could use some help as soon as possible. Thanks!

where is the starter relay located? been trying to look all over but no luck.
