How do I test my electrical system when
my mission fuse continues to blow
repeatedly  with power?

I would start by checking the ignition switch, and its circuit then move on to the starter circuit, once you find the short you can begin checking the rest of the electrical systems. '74 should be pretty basic wiring harness, and fuse box.
