Can the fuel pump on a 1994 camry be accessed under the rear seat?

You would have to look. Chances are you'll have to drop the gas tank to change out the fuel pump.

What makes you think the FP needs replacement? Have you checked....replaced the fuel filter?

Have you tested the FP through the Diagnostic Tester under the driver side hood area?
