99 corolla hazard and flasher wont click or blink?

My 99 toyota corolla's turn signals won't blink, turn on or make the clicking noise when I use the switch on the wheel
or the hazard light button.  What's wrong the relay or flasher, because I have already replaced all the bulbs

IT COULD BE THE FUSE, IF YOU CHANGE THE BULBS, IS NOT EXPENSIVE, JUST CHCK THE FUSE

IOf you have change all bulbs then it's probably the flasher breaker..it heats up, when the signals come on, cools a little to turn them bank on to flash, it's not a timer and is plugged in to the fuse panel, looks like a very big fuse ,a square box
