Why is my 2000 Camry over heating?

I have replaced the thermostat , timing belt , water pump ,the temperature
sensor on the gooseneck next to the gauge sensor and the switch for the
fans.  The fans do work but they do not turn on. I loosened the temperature
sending unit to try to release the air and it is still overheating with no signs
of anti-freeze only steam releases. the heater inside to car is blowing cold
air.
The water is hot in the radiator.

Fans are not turning on - 1) check engine coolant temperature sensor (not temperature sending unit which is for dash display only). 2) engine control module. No coolant flow - 1) check for plugged radiator (lower rad hose may feel like it's collapsing). 2) check all radiator hoses and heater hoses for pressure and hot. 3) water pump (even tho it's new, check it's working). 4) check heater hose AC shutoff valve is open (it only closes when AC is on max). 5) the big one - check no air is trapped in cooling system, bleed it and bleed it again. --- you seem to have two problems - no coolant flow and cooling fans not turning on. If sensor and fans are working, then that leaves ECU. No flow is a separate problem, it's going to be trapped air, bad water pump, or a blockage somewhere.

I have similar issues like. Started overheating and I noticed fans were not working so I unhooked the radiator temp sensor and that causes the fans to run as long as the ignition is on. It seemed like it was ok. a week or so later, I noticed it started running hotter than the thermostat usually has it running. Then I had issues with it dumping all the water because at some point the radiator cap had come to pieces (there may be small pieces in the radiator that I dont know about} Now I filled it up and it started getting a little hot (it never really got to the point the motor was overheating just was a bit hotter than usual and the oil looks ok.) So I cooled it down and was able to add more water because I kept having to wait for it to go down before i could continue to put more in. So I then let it run for a bit and it seems to be ok even though it did run a little high and then it cooled down again and maintained for like 20 mins. I dont see any steam clouds or pools of water so i think it is maintaining pressure. But what is weird is the heater is not blowing hot at all. I will keep testing with my small errands. I am pretty sure I need the radiator fan temp sensor and i feel like something else is wrong.
