My RPM arrow jumps up a bit when I have the car on Parked and turn on the AC. It does this repeatedly jumping up to 1 and then going back to close to 0. Is this normal?

Sounds like your idle air control valve is acting up. Possibly dirty/faulty.

It is probably your ac compressor turning on and off as it should,it would put the engine under load,but the engine should make up for this and increase idle instead of decrease,

No. Not normal. In a 2004 Corolla 1.8 at idle with A/C on should idle about 1100 to 1200, A/c off about 900 to 1000. Lower than that the oil pressure is not up to snuff
