Why is it that sometimes my 2004 toyota corolla le with automatic transmission won't change to 4th gear even over 60 mph?

Possibly the filter is stopping up on transmission . need to remove pan and check for shavings, If know shaving would replace filter,gasket and fluid.

or make sure your O/D is not turned off. The little button on the left of the shifter, high up near the knob
